Purpose of the Position
The Global WASH Cluster addresses gaps in WASH emergency response and enhances the quality of humanitarian actions by strengthening partnerships and coordination between Cluster partners. The Cluster includes UN agencies, the Red Cross/Crescent movement, international organizations and NGOs.
Under the overall guidance of the WASH Global Cluster Coordinator, the Deputy Coordinator assists in ensuring predictable, timely and effectiveness of WASH responses by the WASH Cluster partners in humanitarian cruises through direct and indirect support.
The Deputy ensures that the GWC meets its obligations in terms of supporting national sector coordination mechanisms, for an effective emergency response.
Represent the Global WASH Cluster at relevant IASC and donor for and network with operational organizations including UNICEF EMPOS, UNOCHA, IFRC, ICRC and other international NGOs.
Support the organization, strategy development and planning of GWC.
Key Expected Results
- Responsibilities and activities related to the GWC are effectively coordinated and activities harmonized through the development of integrated strategies, work plans, proposals, policies related to Cluster leadership.
- Effective management and technical tools, procedures and policies are utilized to develop UNICEF's leadership of the WASH Cluster.
- Effective communication and capacity development materials are in place to maintain and strengthen the pool of WASH coordinators.
- GWC activities are effectively represented in external for a and coordinated internally.
- WASH Cluster partner agencies are increasingly involved and accountable for the success of Cluster activities, management and leadership arrangements.
- GWC activities are effectively monitored and strategies/activities to improve efficiency and cost effectiveness introduced.
Qualifications of Successful Candidate
Education
- Advanced degree in civil/water/environmental/sanitary/public health engineering, hydrogeology, public health, or other relevant technical area.
- A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
Work Experience
- At least eight (8) years of progressively responsible experience in internal affairs, ideally with the United Nations system or NGOs Experience in humanitarian response/recovery, cluster approach preferred.
- Experience in management of a large team and in a senior management role
Language Proficiency
- Fluency in English is required. Knowledge of an additional UN language is highly desirable.
