The Resource Management Team (RMT) plays a key role in ensuring that management of the Technology and General Services (TGS) department has the information required when making critical decisions on the use of departmental resources. RMT provides effective guardianship of the departmental resources through financial expertise, careful and thorough analyses, and support for client strategies.

In conjunction with TGS management, RMT coordinates and plans the departmental resources for the Medium-Term, provides value add analytics and financial modeling, monitors expenditure trends, evaluates budget performance, and supports the development and maintenance of information systems as required. At times participates in special projects and reviews.

The Budget Officer falls under the general supervision of the Deputy Division Chief of the Procurement and Strategic Budget Management division, and team leaders as appropriate. This position will provide direct or back-up support to one or more of the TGS budgets, including the Centrally Managed Administrative, Building Facilities Capital and the Departmental discretionary budgets. The individual filling this position needs to have a basic familiarity with budget management, be multi-skilled, flexible, detail-oriented, have a willingness to learn, and maintain a strong team-oriented attitude.

Duties and Responsibilities

  • Resource Planning, Execution & Monitoring - liaise with divisions to plan resources and gather additional data as required to inform reporting to TGS management and OBP; assist in the preparation of the Medium Term submission of TGS budgets and coordination of quarterly reviews; conduct background research, consolidate and prepare data for analysis; review for completion budget/expense data for submissions, quarterly reviews, accruals and ad hoc requests including special reports for TGS management; maintain project records; and review and approve purchase requisitions.
  • System Administration & Process Improvement - provide support to the team, TGS and FW efforts in the design, development, testing, training, and maintenance of budgetary systems; support the development of indicators and reporting processes to monitor team activities and performance measures; provide suggestions for improvements to procedures and activities related to TGS budget. Maintain the division's information distribution website.
  • Client Support - Maintenance of the projects as necessary including set up of new projects & activities, working budget transfers, and uploads of quarterly estimates for reporting; provide guidance to divisional users for budget applications and in locating appropriate data sources in the financial system.

Qualifications

Education and Experience: Educational development, typically acquired by the completion of an advanced university degree in business, finance, budgeting, accounting, statistics, computer science, or related field, or a Certified Public Accountant (CPA) or similar professional certification, or equivalent; or a university degree, or equivalent, supplemented by a minimum of six years of relevant professional experience is required.

Proficiency in Microsoft Office tools (Excel and Word) and working knowledge of the Fund financial systems, PeopleSoft, Clarity, Traces.

  • Excellent client relations skills and the ability to work with staff at all levels and in other departments
  • The ability to logically organize and work with large quantities of data
