Technical Support Engineer (FMO)

The Financial Mechanism Office (FMO) administers the EEA Grants and Norway Grants (the Grants) on behalf of Iceland, Liechtenstein and Norway. The funding schemes aim at reducing economic and social disparities in the European Economic Area (EEA) and strengthening of bilateral relations with the 16 EU countries benefiting from the funding. 

Key areas of support include environment and climate change, civil society, human and social development, cultural heritage and cultural exchange, research and scholarships, decent work and justice and home affairs.

The FMO is affiliated to the EFTA Secretariat in Brussels. The FMO reports to the ministries of foreign affairs of Iceland, Liechtenstein and Norway. It serves as a contact point for the donor states, beneficiary states and other stakeholders. The FMO has 53 employees.

Scope

The Technical Support Engineer shall support the Doris team in running the Documentation, Reporting and Information System (DoRIS). DoRIS is the main IT system for supporting administration of the EEA Grants and the Norway Grants and implementation of the programmes funded by the grants. DoRIS is a web based software system, based on .NET and SharePoint architecture, and is being used by all Beneficiary and Donor States. DoRIS also supports the FMO administration in the day to day running of the office as the main document management and archiving system.

The successful applicant will mainly be responsible for first line technical support and user management, and other technical support tasks based on established SLAs and contracts.

The Technical Support Engineer reports to Doris System Administrator and Project Manager and the head of the Results and Evaluation unit.

Tasks

  • Acting as “super-user” for DoRIS, supporting administration and maintenance of the system;
  • Running the first line support towards users and manage requests;
  • Providing support in further development efforts for the system, in particular taking part in requirements specification and user acceptance testing phases;
  • Providing support in documentation, training and rollout of DoRIS functionality;
  • Assistance in other IT related tasks when needed (day-to-day IT support is provided by the EFTA secretariat);
  • Take on other tasks if needed and requested by the management.

Qualifications

  • Relevant University degree.

Experience

At least five years of relevant work in providing general technical support for software systems and supporting custom built systems by monitoring and tuning queries and data loads, addressing user questions concerning data integrity, security, performance and communicating functional and technical issues.

Additionally, experience in business intelligence solutions, data architecture, relational databases and data warehousing will be considered an asset.

Skills

  • A minimum of 5 years relevant work experience in a helpdesk configuration;
  • Strong problem solving and analytical skills;
  • Familiar with standard Microsoft products including Windows Server, Sharepoint, and SQL Server;
  • Familiar with application development in .NET;
  • Strong interpersonal abilities, including an dynamic and flexible attitude, and cultural sensitivity;
  • Good writing skills, excellent oral and written communication skills in English.

Languages

  • Excellent oral and written in English;
  • Knowledge of another EFTA/EU language is an asset.

Employment Terms

Grade: B6
Annual Salary: EUR 53.864

Appointments are normally made at step 1 of the grade. The Director of the FMO reserves the right to appoint a candidate at a level different from that advertised. Through its recruitment policy, the FMO wants to ensure diversity in terms of gender, age and culture.
