Purpose of the Position

Under the supervision of the Regional Chief of ICT, the incumbent of this post is expected to provide support to the UNICEF business applications (VISION, BI, Budget Planning tools, Management Information Databases and Content Management Systems) used by PFP, CEE/CIS Region, EMOPS Geneva and PD outpost, PARMO Brussels and IRC Florence. This includes analysis of business requirements and processes, creating programs and reports, testing and implementing system enhancements and interfacing with HQ developers and other divisions on improvement of systems specifications.

The incumbent is expected to lead a cross-functional applications support team and undertake continuous improvement efforts to maintain applications performance, business process knowledge base and training materials.

The incumbent will also be required to develop project concepts, objectives and strategies in order to enhance technical and business applications developments relevant to the Workplan and future directions.

Key Expected Results

  1. Gather business requirements, perform business analysis, evaluate risks and impacts, and develops technical solution or configuration changes for the UNICEF Business Applications. Works with business units and related third parties to define, review and document business processes, procedures and system requirements for business applications, content management and business information systems.
  2. Conduct Systems analysis, assess the feasibility of user needs, functional requirements, business processes and workflows, applications architecture, elaborates systems and configuration requirements, system validation, integration with third party, maintenance and the technical documentation.
  3. Support management Information Systems ensuring data integrity, quality, data modelling and reporting from VISION, Performance Management, Content Management and BI tools.
  4. Identify and analyse root causes of performance issues and technical problems, and recommends improvements and correction measures as per the organization's procedures and resources. Provide oversight and support for the VISION roles management and structural authorization for ensuring segregation duties in line with the DFAM guidelines to all the above stakeholders.
  5. Responsible for conducting the integration and user acceptance testing for the enhancements, changes and upgrades to the UNICEF Business Applications.
  6. Responsible for maintaining the knowledge base, conduct training and orientation sessions on UNICEF Business Applications to all the stakeholders.
  7. Perform other related duties, as assigned.

Qualifications of Successful Candidate

  • An advanced university degree (Master's) in Computer Science, Information Systems, Telecommunications or a directly related technical field(s) is required.
  • Specialized training in information systems technology, information systems concepts and processes, systems principles, database management systems, and/or a directly related technical field(s) is considered an asset.
  • A minimum of eight (8) years of relevant work experience, at the national and international levels, in ICT administration, system analysis/development, networking security, operating systems, applications, business process analysis and/or a directly-related technical field(s) is required.
  • Previous hands-on experience with ERP applications (i.e. SAP, etc.) and databases (i.e. SQL, Access etc.) is considered highly desirable.
  • Previous experience in IT Security and/or Emergency Communications is considered an asset.
  • Fluency in English (written and verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
