THE ORGANIZATIONAL SETTING

The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization.

The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the ICAO Universal Safety Oversight Audit Programme (USOAP) that monitors all Member States on a continuous basis. The Operational Safety Section (OPS) is responsible for the development of SARPs and guidance material related to the operation, certification and airworthiness of aircraft including the licensing and training of personnel, and language proficiency requirements. In addition, the Section is responsible for initiatives to mitigate operational risks, including those associated with Controlled Flight into Terrain and Loss of Control events. The Section also provides technical assistance to other ICAO programmes, including Aviation Security and the Committee on Aviation Environmental Protection (CAEP).

The Technical Officer, Airworthiness reports to the Chief, OPS, ANB and provides technical advice and services in relation to airworthiness, in the implementation of the SARPs of Annex 6 - Operation of Aircraft, Annex 7- Aircraft Nationality and Registration Marks, and Annex 8 - Airworthiness of Aircraft. The incumbent carries out duties and responsibilities in support of airworthiness-related matters, as are assigned to her/him by the Supervisor. S/he collaborates closely with other Technical Officers in the Bureau, as well as with Regional Offices for all aircraft airworthiness-related matters.

MAJOR DUTIES AND RESPONSIBILI TIES

Functi on 1 (i ncl . Expected resul ts) Serves as Secretary of the Airworthiness Panel (AIRP), achieving results such as:

  • Provide comprehensive analysis of issues raised by States and international organizations in the field of airworthiness and recommendations for appropriate solutions.
  • Provide solutions to technical issues supported by the AIRP, ANC and Council.
  • Develop amendments to Annex 6, 7, 8 and Doc 9760 to reflect operational needs, new trends and technological developments.
  • Provide guidance for panel members on ICAO policies, procedures and methodologies.
  • Develop meeting documentation to facilitate effective technical discussions including working papers, presentations and reports.
  • Provide guidance on ICAO procedures and methodologies for standards making.
  • Communicate and coordinate with panel members and other ICAO Sections and technical bodies.
  • Report panel activities to the ANC.

Functi on 2 (i ncl . Expected resul ts) Drafts proposals related to the amendment and implementation of Annexes 6, 7 and 8 to the ICAO Convention and other ICAO documents and circulars, achieving results such as:

  • Analyse issues raised by States and International Organizations in the field of aircraft airworthiness and recommend appropriate solutions.
  • Propose amendments to Annexes to reflect airworthiness needs, new trends and technological developments.
  • Propose amendments to other documents, such as manuals to facilitate the implementation of Annex requirements.
  • Keep abreast of significant trends and technological developments in the field of airworthiness.

Functi on 3 (i ncl . Expected resul ts) Develops working papers for the ICAO Council, ANC and international meetings on matters related to Airworthiness, and safety initiatives, achieving results such as:

  • Develop comprehensive working papers, State letters and other documentation required to present Annex amendment proposals to the ANC and ICAO Council.
  • Develop comprehensive working papers to facilitate technical discussions during ICAO meetings and conferences.
  • Participate in the discussion of such papers and provide information as needed.
  • Conduct necessary follow-up on actions resulting from the discussion of the papers and related recommendations, decisions or outcomes reached during panel and working group meetings.

Functi on 4 (i ncl . Expected resul ts) Serves as subject matter expert within the Organization on airworthiness matters by providing technical expertise, analysing aviation safety-related issues, and coordinating input from key stakeholders, achieving results such as:

  • Act as a subject matter expert on airworthiness related matters, providing recommendations for mitigating potential risks to aviation safety related to airworthiness issues.
  • Provide guidance to Member States, ANC, Council, ICAO Bureaus, Sections and Regional Offices to facilitate informed decision making and ensure the implementation of provisions contained in Annexes 6, 7 and 8 as well as Doc 9760.
  • Review draft proposals for quality and consistency with ICAO policies.
  • Act as airworthiness technical focal point to the Remotely Piloted Aircraft Systems (RPAS) Panel and other expert groups.

Functi on 5 (i ncl . Expected resul ts) Provides direct assistance to Regional Offices, States, Cooperative development of operational safety and continuing airworthiness programmes (COSCAPs), the Africa-Indian Ocean (AFI) Comprehensive Implementation Programme (ACIP), USOAP and Regional Safety Oversight Organizations (RSOOs), achieving results such as:

  • Draft replies providing specialized advice and assistance to States, airworthiness operators, international organizations, public and or stakeholders on airworthiness-related matters.
  • Prepare briefings, working papers and other documentation to support meetings and conferences.
  • Review project submissions for accuracy and relevance of content regarding airworthiness matters to ensure consistency with ICAO provisions, policies and procedures.
  • Provide technical input to the ICAO Continuous Monitoring Approach (CMA) on airworthiness matters including: acting as an airworthiness expert on CMA audits, providing recommendations for the amendment of protocol questions and supporting updates to the auditor computer-based training programme.

  • Provide training, internal or external, as required.
  • Represent ICAO at seminars, workshops, meetings, as required.
  • Participate in the conduct of continuing airworthiness and maintenance seminars and workshops in all ICAO Regions as required.
  • Develop a continuing airworthiness and maintenance seminar based upon the Airworthiness Manual (Doc 9760).

QUALI FICATIONS AND EXPERIENCE

Educati onal background :A first level university degree in science, engineering, or in a related field, is required. A technical qualification in aviation such as a maintenance engineering license may be accepted in lieu of the university degree. Professi onal experi ence and knowl edge

Essential:

  • Considerable experience (10 years or more) in aircraft maintenance, whilst exercising the privileges of certifying for the completion of maintenance on large, complex aircraft.
  • Experience in managing and controlling continuing airworthiness including maintenance.
  • Considerable experience in an airworthiness inspection department within a Government regulatory authority, including international aspects of these subjects, with increasing responsibility, progressing to a supervisory level.
  • A good knowledge of national civil aviation codes and civil aviation regulations.
  • knowledge of the Convention on International Civil Aviation, ICAO SARPs relating to airworthiness, continued airworthiness and continuing airworthiness including maintenance, specifically related to Annexes 1, 6, 7, 8, and 13.
  • Experience in the development and delivery of airworthiness-related training.

Desirable

  • Experience in maintenance engineering, design or manufacturing organization.
  • Familiarity with safety management systems and their application in both the aviation industry.
  • Experience as an auditor / quality monitor in an international environment.
  • Knowledge in the management of projects at national, regional or international level.
  • Experience in negotiations and public relations.
  • Knowledge of and/or experience in the issuance of maintenance personnel licensing.

  • Fluent reading, writing and speaking abilities in English.

CONDI TIONS OF EMPLOYMENT

It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate). ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants.
