INTRODUCTION

The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations which promotes social justice and human rights in the world of work. The Centre delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to be the leading global provider of learning and training for the world of work. Each year, it delivers over 400 programmes and projects for around 13,000 people from over 180 countries.

Within the Centre, the Social Protection, Governance and Tripartism Programme is one of the technical training programmes which contribute to the achievement of the Centre’s mission and objectives in line with its Strategic Plan and results-based measurement framework.

The mission of the Social Protection, Governance and Tripartism Programme is to deliver institutional capacity building support for ILO constituents and other ILO stakeholders to promote effective governance of the labour market and broaden access to social protection.

The main activity clusters are linked to the themes of:

  • Social protection floors and financial governance;
  • Labour administration and labour inspection;
  • Occupational safety and health;
  • Social dialogue and tripartism;
  • Labour migration.

The Programme Officer reports to the Manager of the Social Protection, Governance and Tripartism Programme. He/she will be linked to the activity cluster on labour administration and labour inspection with thematic emphasis on institutional capacity building support for ILO constituents and other ILO stakeholders to strengthen compliance at workplace, sectoral and national level.

This position demands the highest standards of integrity, respect for social, ethical and organizational norms and firm adherence to codes of conduct and ethical principles.

DESCRIPTION OF DUTIES

Under the supervision and guidance of the Manager, the Programme Officer will consolidate and further expand the portfolio of training and learning activities related to labour administration and labour inspection.

He/she is responsible for:

  • advising the Manager on developments pertaining to the themes of labour administration and labour inspection;
  • ensuring the integration and coordination of the activity cluster with other activity clusters of the programme, and with other related training and development efforts undertaken by the Centre;
  • analyzing overall changes and trends in the area of labour administration and labour inspection, within the context of priorities set by the ILO in its Strategic Plan;
  • assessing the demand for learning and training in these areas with a view to developing new products;
  • mobilizing financial resources though preparing project proposals for submission to potential sponsors;
  • testing new curricula, developing and proposing new training projects or activities;
  • formulating, developing and implementing/delivering cluster-specific training and learning activities and projects;
  • marketing the labour administration and labour inspection training portfolio including selecting and participating in relevant promotional activities;
  • ensuring the technical quality of training activities in the cluster, and validating existing approaches through monitoring and evaluation;
  • guiding and supervising the work of external collaborators;
  • undertaking such other duties as may be required by the manager.

QUALIFICATIONS REQUIRED

Education

Advanced university degree in engineering, law, health sciences or other relevant field. Specialization in a technical field relevant to the theme of labour administration, workplace compliance and labour inspection will be an asset.

Experience

At least five years of progressively responsible professional experience, of which two years at the international level, in the application of knowledge of labour administration and labour inspection in support of a technical programme area, with relevant experience in the design, administration and delivery of training activities. Experience in other technical areas of the programme, particularly occupational safety and health, will be an asset.

Languages

Excellent command of English (including presentation and writing skills) and working proficiency in French or Spanish. Working knowledge of a third language among the following would be an asset: French, Spanish, Italian, Portuguese, Arabic or Chinese.

Level competencies

Technical competencies

  • Good knowledge of the link between labour market governance, labour inspection and the facilitation of compliance with rules and regulations in a national and sector-specific context. Experience as a workplace inspector or labour administration official is an additional asset;
  • Full competence in using standard computer applications, particularly word processors and databases;
  • Good knowledge of adult learning pedagogy and facilitation skills.

An official who has not completed his/her probationary period and an official whose fixed-term contract is linked to a specific training project of a fixed-term duration of one year or more, may participate in this competition as an external candidate.

Applications for transfer submitted by ITCILO Officials in the same grade will be given prior consideration.

If an external candidate is selected, he/she will be offered a fixed-term contract of one year, which may be renewed. 
Conditions of employment are described in Annex I.

Depending on his/her qualifications and relevant experience, the candidate may be initially recruited at a grade lower than that of the position.
