Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, 'Nuclear Safety and Security', which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public and patients. It also assists Member States in the implementation of these standards and provides related services.

The Regulatory Infrastructure and Transport Safety Section is responsible for providing Member States with safety standards, guidance and tools to foster regulatory infrastructures for the control of radiation sources, for the safe transport of radioactive material and for managing information to identify the needs of Member States with a view to improving radiation, transport and waste safety.

Main purpose

The Radiation Safety Specialist reports to the Unit Head and is responsible for coordinating and implementing activities related to maintaining an overview of the overall radiation safety situation in Member States receiving IAEA assistance.

Role

The Radiation Safety Specialist is: (1) an analyst, maintaining an overview of the status of regulatory infrastructure for radiation, transport and waste safety in Member States; (2) an adviser, providing authoritative and objective information to management and Member States, and working with them to identify means of improving national radiation safety infrastructures through the IAEA's technical cooperation programme; (3) amission coordinator, planning and taking part in appraisal missions; 4) a scientific secretary, planning and leading technical and consultant meetings; and (5) a technical and project officer, evaluating and providing technical support to various projects.

Partnerships

The Radiation Safety Specialist engages counterparts in Member States concerned with national infrastructure for radiation, transport and waste safety. In developing these partnerships, the Radiation Safety Specialist works closely with the Unit Head, other staff in the Division and the Department, and with other relevant areas, such as the Department of Technical Cooperation.

Functions / Key Results Expected

  • Provide expert advice on establishing or enhancing radiation safety infrastructures in developing countries.
  • Work closely with the Unit's IT professional to ensure the continual functionality of IAEA's Radiation Safety Infrastructure System (RASIMS).
  • Propose innovative and creative ways for collecting and analyzing information in RASIMS in order to improve its effectiveness.
  • Act as a Scientific Secretary responsible for organizing and facilitating RASIMS activities/workshops, both at IAEA HQ and in Member States.
  • Develop, maintain and evaluate radiation, transport and waste safety infrastructure profiles for Member States receiving IAEA assistance. These profiles provide a basis for identifying national and regional needs, and for prioritizing IAEA assistance.
  • Coordinate with other professional staff in the Division and RASIMS counterparts in Member States to ensure the accuracy, timeliness and completeness of the information in RASIMS.
  • Propose and evaluate IAEA projects and act as a technical officer for projects on radiation, transport and waste safety infrastructure, including through education and training activities, with the aim of establishing a wide outreach and practical implementation of the IAEA's programme in Member States.
  • Plan, coordinate and participate in IAEA missions to Member States.
  • Provide support and relevant expertise for the Incident and Emergency System (IES) and participate in associated training events and exercises.

Knowledge, Skills and Abilities

  • Good knowledge of IAEA safety standards, especially: Legal and Governmental Infrastructure for Nuclear, Radiation, Radioactive Waste and Transport Safety Requirements, (GSR Part 1), International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources (GSR Part 3), together with a good knowledge of the Code of Conduct on the Safety and Security of Radioactive Sources.
  • Good knowledge and fundamental understanding of radiation protection.
  • Demonstrated analytical skills in drawing well-balanced conclusions when dealing with complex issues.
  • Ability to understand and interpret complex procedures and guidelines.
  • Demonstrated ability to both lead a team and serve as a member of a team.

  • Strong presentation skills;
  • Demonstrated ability to prepare documents in English that are accurate and of a high technical quality.

Interpersonal skills:

  • Ability to establish and maintain effective working relations with IAEA staff at all levels and with representatives of Member States;
  • Demonstrated ability to work in a multicultural environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • Advanced university degree in physics, chemistry or engineering.
  • Minimum of seven years of experience in radiation safety, of which at least five should be related to regulatory activities.
  • International experience, including familiarity with the specific problems related to establishing or enhancing radiation safety infrastructures in developing countries, a strong asset.
  • Experience in using an on-line information management system an asset.
  • Experience of developing and/or implementing education and training programmes an asset.
  • Excellent oral and written command of English. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian and Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 611 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $38 673*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
