Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, 'Nuclear Safety and Security', which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Installation Safety's objective is to achieve and maintain a high level of safety of nuclear installations worldwide that are under design or construction or in operation by establishing standards of safety for the protection of health, including standards for nuclear power plants and other nuclear installations and facilities, and by providing for the application of these standards through, inter alia, support for the IAEA's technical cooperation programme, the rendering of safety review services, the promotion of education and training, the fostering of information exchange and the coordination of research and development. In addition, the Division helps ensure safety at nuclear installations by promulgating international safety instruments such as the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors.

The Regulatory Activities Section's main objective is to help enhance effective regulatory infrastructures for nuclear safety in Member States based on IAEA safety standards and use of self-assessment. The Section's activities include safety review and advisory missions to Member States, the development and revision of safety standards, support for effective regulatory development for countries embarking on new nuclear power programmes, development of training programmes for regulators, and organizational aspects related to the Convention on Nuclear Safety.

Main purpose

As a member of a team led by the Section Head, the Nuclear Safety Officer contributes to planning and leads the implementation of project activities aimed at strengthening the regulatory infrastructures for nuclear installations by developing international guidelines, developing and implementing programmes on training, enhancing the safety of nuclear installations, and providing technical assistance at the request of Member States.

Role

The Nuclear Safety Officer is: (1) a programme developer and implementer, contributing to the planning and development of the IAEA's programme in nuclear safety; (2) a scientific secretary/technical expert, planning and leading moderately complex Technical Meetings; (3) a mission leader, planning and leading safety review missions; (4) a technical and project officer, evaluating technical cooperation projects, and promoting, coordinating and evaluating coordinated research projects in the area of establishing regulatory infrastructures for safety in nuclear installations.

Partnerships

The Nuclear Safety Officer engages nuclear regulatory counterparts in Member States' institutions on programme planning and implementation to ensure effective transfer and sharing of technical know-how, and works with Member States' representatives and regulatory networks to identify needs and respond to the interests of Member States in the safety of nuclear installations.

Furthermore, the Nuclear Safety Officer works closely with technical departments within the IAEA, Member States' institutions and other relevant international organizations to ensure the effective implementation of nuclear installation safety activities.

Functions / Key Results Expected

  • Contribute technical knowledge to planning, developing and implementing the Section's programme:
  • coordinate and provide assistance to Member States embarking on nuclear power in relation to the application of safety standards for nuclear safety infrastructure, including the governmental and regulatory framework, by carrying out safety missions;
  • contribute towards enhancing the capability of Member States in establishing and maintaining processes for self-assessment of their compliance with the IAEA's safety standards;
  • coordinate and support Member States in the areas of education and training.

Plan and lead Technical Meetings in the area of establishing regulatory infrastructures, including proposing a subject, preparing the scope, selecting participants, and coordinating the preparation of reports and documents. Enhance the capability of Member States in relation to the application of the IAEA's safety standards by planning and leading safety review missions, preparatory meetings, follow-up visits, and assessment of Member States' needs, as part of the Integrated Regulatory Review Services (IRRS) and regulatory advisory missions. Provide technical input to the preparation of mission reports. Evaluate technical cooperation projects, develop action plans, and plan, organize and participate in seminars, workshops and expert missions.

Knowledge, Skills and Abilities

  • Knowledge of relevant international safety standards, IAEA safety standards and national standards in the area of regulatory infrastructures.
  • Awareness of current issues in the field of regulatory infrastructures which may influence the IAEA's programme of work.
  • In-depth knowledge and experience of nuclear safety principles and state-of-the-art nuclear safety techniques.
  • Thorough knowledge of common approaches to regulatory aspects of nuclear safety as well as international undertakings in the area of establishing regulatory infrastructures.
  • Excellent interpersonal skills, including the ability to operate effectively across organizational boundaries and the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • Advanced university degree in engineering or physical/nuclear sciences, with additional knowledge of such complementary fields as: nuclear safety regulation and organizations; the licensing process, review and assessment, inspection and enforcement, and regulations and guides; and regulatory technical and policy issues, which are essential for the multidisciplinary activities specific to the post.
  • Minimum of seven years of relevant experience, of which five years should have been concerned with regulatory activities.
  • Experience in international projects an asset, particularly with developing countries, and in implementing a strategic approach to achieving improvements.
  • Experience in preparing and delivering training on relevant technical issues.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 611 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $38 673*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
