Project Controls/ Cost Engineer

As part of an ambitious 5 years strategic growth plan we are looking for a Project Controls/ Cost Engineer to join our Commercial Department. As we move into this significant period of growth, we are looking to expand the capabilities of our Commercial Department to offer wider support to our global operations.

The Project Controls/Cost Engineer’s role is to safeguard the commercial integrity of the business unit they are assigned to through compliance with the relevant processes, procedures and guidelines of Sparrows Integrated Management System (SIMS), the formulation of sound commercial proposals, the mitigation of commercial risks and the diligent commercial management of activity post-contract/PO award.

Main Responsibilities

  • Develop in collaboration with Business Manager, project engineers and Business Development team competitive and compliant responses to proposals and bids
  • Ensure Sparrows tenders, contracts and commercial processes are followed Assist in preparation of Cost, Time and Resource reports
  • Ensure that contracts T&Cs are reviewed and legal comments included prior to submission to client
  • Identify key project risks and opportunities
  • Ensure where required that suppliers’ and subcontractors’ contracts or POs are tied to client contracts as required (either for back to back set up or for stand-alone POs - focus on warranties, delivery conditions, currency and cash flow)
  • Provide support to Business Manager and Business Development team in above areas to major bids
  • Ensure forecasted project cash flow is in compliance with financial procedures

Post award activities:

  • Provide commercial support and guidance to the Business Managers in the preparation of internal and external contract cost reports, quarterly and annual budgets; business plans and contract incentive schemes
  • Support finance group to ensure that all personnel, services, plant, equipment and third party costs are captured and presented in client invoicing
  • Review and acknowledgment of purchase orders to ensure compliance with company position Ensure variations to contract are captured, approved and monitored
  • Monitor outstanding debtors and assist credit control team to pursue cash collection
  • Ensure the commercial and administration requirements of the Client contracts are understood and complied with
  • Identify opportunities for revenue growth
  • Provide commercial guidance to ensure that operational staff are fully aware of the implications of business decisions
  • Undertake periodic contract reviews and ensure that specific issues, risks and opportunities are understood and communicated
  • Assist in contract/project close-out

HSEQ Responsibilities:

  • It is mandatory that the incumbent is familiar with, and follows the Company's Health, Safety, Environment and Quality Management System and takes an active part in the compliance and improvement of the Management Systems
  • The incumbent must report any accidents, incidents, near misses, actual or potential problems with products, services or systems according to the Management System processes/procedures The incumbent also has legal responsibilities under country-specific health and safety legislation to follow all Company policies, procedures, guidelines, control measures, signage and permit conditions and to know what to do in an emergency.
  • The incumbent is also responsible for the health and safety arrangements of subordinates (if any) and for any persons visiting them while on the Company premises

Qualifications & Experience:

  • The successful candidate will be a team player and self-starter, with meticulous attention to detail and the ability to work to tight deadlines and manage conflicting priorities.
  • Qualification in one of law, business, accounting or quantity surveying Excellent analytical, oral and written communication skills
  • Post qualification experience in a similar role
  • Must have a "Team attitude", be self-motivated and be willing to support other groups and projects when required
  • Ability to work in a dynamic environment among multiple projects and ability to support ad-hoc requests
  • Strong Computer skills, sound knowledge of MS Office
