Organizational Setting
The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment that includes advanced nuclear fuel cycle facilities and is complemented by the political diversity of the countries.
The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.
The Division of Concepts and Planning is responsible for strategic planning; the development and promotion of safeguards concepts and policies; the development of approaches, processes and procedures for safeguards implementation; the coordination of development and implementation support activities; the implementation of the quality management system of the Department; and the provision and development of training.
The Section for Strategic Planning and External Coordination is one of four sections in the Division of Concepts and Planning and is responsible for departmental strategic planning; coordination of development and implementation support activities with Member State Support Programmes (MSSPs), in line with the Agency's and Department's strategic plans; outreach to external stakeholders and coordination of departmental participation at outside events; provision of support to advisory and policy-making bodies; and the provision of advice on implementation of safeguards agreements, protocols and policies.
Main purpose
As a member of a team led by the Team Leader, the Strategic Planning Officer contributes to the Department's strategic planning, risk assessment and performance management activities: further developing the associated methodologies; reviewing and updating planning documents; monitoring and measuring progress towards objectives; and reporting on results.
Role
The Strategic Planning Officer is: (1) an analyst - monitoring the IAEA's operating environment to identify changes and the associated challenges and opportunities for safeguards, evaluating the Department's capabilities and readiness to meet them, and identifying and assessing risks; (2) a planner - developing strategies to mitigate risks, enhance performance and improve readiness to address future challenges; (3) anevaluator - monitoring the implementation of the plans and reporting on results achieved; and (4) a designer - researching best practices in strategic planning, risk assessment and performance management and suggesting improvements to the Department's methodologies and mechanisms.
Partnerships
The Strategic Planning Officer interacts with staff at all levels throughout the Department and the IAEA, including other IAEA Departments. He/she liaises closely with the Section's team coordinating Member State Support Programmes, other Divisions within the Department, and the Sections for Safeguards Programme and Resources and for Effectiveness Evaluation in the office of the Deputy Director General.

Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 611 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $38 673*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
