Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of information and communication technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

The Project Section provides ICT services to Safeguards Divisions and Member States. The Section serves multiple roles. It provides business analysis and information architecture services including integration of solutions developed in the IAEA and third-party solutions into the IT environment. It undertakes quality assurance and testing for all delivered products and provides project management services to the Division including contract management.

Main purpose

As a team member, the Scrum Master is reporting to the Section Head and the Team Leader, and carries out analysis, design, implementation and documentation of a constantly evolving range of application systems running on diverse platforms. The Scrum Master may be responsible for multiple cross-cutting projects simultaneously.

Role

The Scrum Master is: (1) a specialist, investigating and documenting user requirements and presenting computerized solutions for improving user efficiency; (2) a leader of software development projects carried out in-house or using external contractors; (3) a team member of various projects, working collaboratively towards the final goals and reporting to the project leader.

Partnerships

The Scrum Master works closely with all users in the Department of Safeguards to fully understand their needs and, as a result, provide computerized solutions for improving the efficiency and effectiveness of daily activities of users.

Functions / Key Results Expected

  • Develop an agile based Software Development Life Cycle (SDLC) for a project team consisting of development resources in an implementation of technology and business oriented project.
  • Lead Agile (Scrum) delivery teams on a variety of software development projects.
  • Learn and work with the latest web, mobile, and cloud solutions and technologies.
  • Implement the Scrum process, coordinate and coach the team to produce the necessary outcomes.
  • Organize and facilitate project planning, daily stand-up meetings, reviews, retrospectives, sprint and release planning, demos and other Scrum-related meeting.
  • Ensure the development teams are practicing the core agile principles of collaboration, prioritization, team accountability, and visibility.
  • Recommend improvements and assist in changes to best practice.
  • Identify and remove impediments, prevent distractions that interfere with the ability of the team to deliver the sprint goal.

Knowledge, Skills and Abilities

  • In depth knowledge of one or more Agile frameworks, preferably for Scrum.
  • Strong understanding of information security.
  • Ability to rationalize design decisions in a clear and objective manner.
  • Ability to communicate effectively in meaningful and articulate verbal discussions.
  • Effective in motivating teams and guiding them through impediments and/or conflict.
  • Excellent business presentation and facilitation skills, including Agile retrospectives.
  • Ability to work with minimal supervision in a very dynamic and timeline sensitive work environment.

Education, Experience and Language Skills

  • University (or equivalent) degree in computer science or a related field.
  • At least 5 years of relevant practical experience, including at least 5 years of recent experience as a system analyst, project manager or both, in an information systems context; and of which a minimum of 3 years' experience delivering interactive, data-intensive applications including web, mobile and/or cloud applications in a Project Management and Scrum Master role.
  • Experience with all elements of the Software Development Lifecycle: Eliciting and documenting business process flows, use cases, requirements, quality management plans, user acceptance testing, and end-user training.
  • Experience with iterative development methodologies and continuous delivery practices.
  • Certification in Business Analysis and/or Certified Scrum Master (preferred).
  • Experience with CASE (computer-aided software engineering) tools, data warehouse applications, object-oriented software design and development.
  • Project management certification in PMP, PRINCE2, etc. an advantage.
  • Demonstrated project management/project leadership experience.
  • Experience using 'Agile' methodologies such as Scrum and/or Test Driven Development.
  • Experience in business process reengineering: Identifying opportunities for improvements, proposing new processes, and getting buy-in from stakeholders to implement.
  • Fluency in spoken and written English. Knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian, Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 198 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $32 145*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
