Purpose
Within the Buildings & Logistics Department and the Services Division, the Project Manager - External Offices manages projects in relation to the EIB Group’s External Offices.
Operating Network and specific post environment
The Project Manager - External Offices works under direct supervision of the Head of the Real Estate Management Unit. S/he liaises with the SG/External Offices Coordination Division, the Heads of External Offices, IT and Personnel. S/he manages the corresponding contracts for her/his activity and participates in calls for tender.
S/he collaborates with other entities in the BLD Department and acts as a first line of contact for all questions concerning External Offices related to the Facilities Management domain.
Some travel will be required.
Accountabilities
The Project Manager - External Offices will be responsible for:
- Managing assigned projects, in relation to the EIB Group’s External Offices, and in accordance with the policies, processes and procedures defined in the Facilities Management manual, this includes:
- Market research and evaluation of premises
- Manage projects for setting up new offices, modification and/or re-location of existing offices
- Responsible for all project management processes, including scope, time, cost and quality management, the coordination and monitoring of project work, and initiating preventive/corrective actions as appropriate
- Provide guidance to the project team and ensure high quality output for all project deliverables as well as adherence to FM policies and procedures
- Asset management for external offices
- Managing contracts with external suppliers of services in line with the Facilities Management Contract Management Guide and the EIB rules and procedures for procurement
- Contributing to the provision of optimal facilities management services and work environment and thereby facilitating the achievement of EIB objectives
- Making suggestions to improve key processes ensuring a high quality of deliverables and respecting predefined budgetary and planning constraints
Qualifications
- University degree in a relevant domain, including Architecture, Interior Design, Economics, Real Estate, Project management
- Project Management Certification, Prince2 or PMP/PMI would be an advantage
- At least 3 years of professional experience in project management related to space management, interior design, real estate projects
- Experience in contract management and strong negotiation skills
- Good knowledge of real estate domain and best practices
- Very good understanding of the EIB’s mission, strategy, policies, procedures, organisation and activities
- Good knowledge of procurement regulations and practices
- Good knowledge of Bank’s standard computer applications (Microsoft Office) and proficiency in MS Project and CAD software
- Excellent knowledge of English and/or French (*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage)
- Strong editorial skills in both English and French

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
