The EIB, the European Union's bank, is seeking to recruit for its Advisory Services at its headquarters in Luxembourg, a: Waste Sector Engineer
Appointment would be made on the basis of a 3-year contract
Purpose
The successful candidate will be dedicated to the Mediterranean Hot Spots Investment Programme - Project Preparation and Implementation Facility II (MeHSIP II). This facility, which is financed by the EC and implemented by the EIB, is part of the EC-led Euro-Mediterranean Horizon 2020 (H2020) initiative aimed at reducing pollution of the Mediterranean Sea by 2020. MeHSIP II will provide project preparation and development support to priority pollution reduction infrastructure investment projects with the objective to promote adequate and sound water, wastewater and solid waste management in the Southern Mediterranean region and to contribute towards achieving the Horizon 2020 goal of de-polluting the Mediterranean.
Operating environment
The selected candidate will be part of a team in the Advisory Services. (S)he will perform his/her duties in close cooperation with the sectorial experts based in the EIB's Project Directorate, with the loan officers responsible for the EIB's operations in the relevant countries and with the EIB external offices in Morocco, Tunisia and Egypt.
The position will be located in the EIB Luxembourg office, with extended travel to Morocco, Tunisia, Egypt and Jordan, and to other countries in the Southern Mediterranean region.
Responsibilities
Project origination and pipeline management
- Identify and prioritise projects and associated technical assistance (TA) needs which coherently support the MeHSIP II objectives
- Maintain a project pipeline with key information about projects, and disseminate it via a dedicated web-site
- Verify that selected projects are coherent with the Bank's lending priorities and eligibility guidelines
TA project cycle management
- Prepare Terms of Reference (ToR) for feasibility and/or other project preparation studies and for implementation support and capacity building in the targeted sectors
- Facilitate the procurement/contracting of the required project preparation and implementation support TA
- Supervise consultants, monitor progress and review outputs
- Prepare project implementation monitoring procedures, as necessary
Provision of high level technical sector advice
- Provide high-level advice to relevant project promoters, waste sector authorities and consultants
- Organise/provide capacity-building seminars and activities at national and regional levels
- Identify needs for and launch policy dialogues on issues relevant to project sustainability
Programme management
- Provide inputs to the development of the MeHSIP II Work Programme and Annual Action Plans
- Ensure appropriate follow-up and filing of TA operation related documents and records
- Facilitate Programme reporting to funders and other relevant stakeholders
- Represent the EIB at events, for example regular meetings with public authorities/EC or IFIs
- Supervise the activities of the consultants recruited to support the programme who will ensure local representation of the Programme in the beneficiary countries
Qualifications
- Master's degree or equivalent professional qualification in civil or environmental engineering, or equivalent
- At least 8 years of professional waste sector experience covering design, project management and supervision, and at least 3 years of experience in waste project implementation
- Experience in the development and implementation of waste infrastructure projects as employer or consultant
- Knowledge of different forms of contracts (e.g. FIDIC, WB)
- Working experience in the Southern Mediterranean region, and knowledge/working experience in the water sector would both be an advantage
- Excellent knowledge of English and French (*)
- Knowledge of standard IT tools

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
