OBJECTIVES OF THE PROGRAMME : The Communications (COM) Group forms an integral part of the Director's Office and is responsible for the presentation of a homogeneous image of all aspects of IARC work to the scientific community, the media, and the general public, as well as providing a service to the research Groups in all matters related to information.
It thus assists the research sections in dissemination of the results from their research, by providing advice and editorial help for publication of articles in international scientific journals and through its own publications under the IARC imprint.
Description of duties: Purpose of the position:
- The Web Architect is responsible for analysing requirements, designing, programming, and driving the implementation of PubCan, the International Agency for Research on Cancer's in-house integrated publications database. This includes providing ongoing operational and troubleshooting support required for the maintenance and distribution of PubCan as an information service.
Organizational context:
- Reporting to the Knowledge Manager, the Web Architect provides technical expertise for the digital publishing strategy of the Communications Group (COM).
The incumbent will:
- Program and prototype ongoing PubCan development using standard programming languages and applications.
- Test, debug and refine PubCan.
- Identify and clarify requirements of users both in-house and external to the Agency.
- Create and regularly update necessary systems and procedural documentation.
- Collaborate with the Knowledge Manager to implement a sustainable structure for the continuation for the PubCan project, transferring knowledge of PubCan to in-house staff.
- Collaborate with the Knowledge Manager to investigate and implement best practices for metadata management in PubCan.
- Provide technical expertise on linkages with external databases by research organizations.
- Provide ongoing operational and troubleshooting support for PubCan. This includes regular production activities such as converting and loading data files, and working with the Agency's IT unit to keep PubCan up and operational at all times.
- Resolve, report and/or refer problems to appropriate parties in various units of the Agency.
- Participate in the evaluation, procurement, testing, installation and administration of digital publishing related services and equipment.
- Maintain up-to-date knowledge of current information technology techniques and tools, especially as they apply to digital publishing.
- Provide technical guidance and training to other staff members.
REQUIRED QUALIFICATIONS
Education: Essential:
- University (or equivalent) degree in computer science/information management/information systems or the equivalent.
Skills: Required skills:
- Ability to translate user requests into workable solutions.
- Excellent skills in producing well-structured technical documents and operational procedures.
- Ability to write clearly and in a structured manner and to make effective oral presentations.
- Ability to establish and maintain good relationships with internal and external stakeholders and to work collaboratively in a multicultural setting.

Experience: Essential:
- At least two years' practical experience in information systems management and technologies.
- Experience with all elements of Software Development Lifecycle: Eliciting, analyzing and documenting functional requirements, process flows, use cases, and user testing.
- Programming experience with PHP, Javascript, jQuery, jQuery Mobile, HTML5, CSS, XML, and SQL tools and languages within the LAMP stack. Excellent knowledge of SQL and HTML.
- Experience with project management as it relates to software development.
Desirable:
- A longer practical experience in information systems management and technologies would be an asset.
- Experience with developing online information applications and web services specifically for digital publishing.
- Experience with medical terminology and taxonomies.
Languages: Essential:
- Fluency in written and spoken English essential.
Desirable:
- Working knowledge of French an asset.
- Other European languages an asset.
Additional Information: Candidates called for interview may be expected to give a seminar or sit a written test.
The mentioned annual salary rates can be subject to slight variations as they include components (post adjustment, exchange rate) that are reviewed on a monthly basis.

59,330 euros at single rate
