Current Situation

Information and communication technology (ICT) has become ubiquitous and indispensable in the planning and implementation of UNHCR's programmes, facilitating communication among staff in more than 370 offices around the world, partners and other

interlocutors, implementation of internal control systems, the management of resources, reporting to governing bodies as well as supporting the organization's advocacy and support mobilization efforts.

Since the widespread introduction of information technology in the organization in the 1980's, ICT has played a vital role in enabling UNHCR carry out its activities.

The responsibility for the management of UNHCR's ICT systems falls primarily under the Division of Information Systems and Telecommunications (DIST). Comprised of the Business Relationship Management Service,

the Customer Support Service, and the ICT Operations Service, for a total of approximately 120 staff distributed primarily between Geneva, Budapest and Amman, DIST oversees the provision of ICT services

to over 10,500 staff and 3,000 non-staff users. DIST also manages 6 critical corporate applications, 15,000 e-mail accounts, 11,000 desktops and laptops, 2,500 mobile devices, 400 central servers externally hosted

and managed, and a 370 node Wide Area Network including a private VSAT and Radio network in 170 deep field locations.

ICT Operations Service Operational Context

With the DIST overall operational context, the ICT Operations Service is responsible for the effective design and efficient management of all ICT Infrastructure required to support

UNHCR's ICT service delivery. Located primarily in Amman, Jordan, the ICT Operations Service consists primarily of Service Delivery Managers and Solution Architects, and relies extensively on external Managed Service Providers

for the delivery of a wide range of 'private cloud' services, end-user support services, as well as Wide Area Network and Internet connectivity services. Key constraint for the ICT Operations Service is the fact

that UNHCR's users are typically forced to access ICT services across low-bandwidth, high-latency network links, as opposed to the high-bandwidth, low-latency links across which 'Cloud' applications are increasingly being delivered.

In addition to the specific technical and experience qualifications required for the post, the incumbent will need to have a good understanding of the complexity and constraints of

delivering ICT services to users operating in deep field locations, with limited or no local ICT infrastructure and facilities, as well as in emergency or high risk situations.

The incumbent for this position must bring significant technical expertise and experience to all of the components required to deliver a Platform-as-a-Service, as per NIST Cloud Service Definition.

These include UNHCR's Messaging, Collaboration, ERP and CRM platforms, Database Management Systems, Operating System and the Servers they run on, as well as key auxiliary systems providing

Directory and Authentication services, Virtualization services, and Infrastructure Management and Monitoring services. The main challenge will be in knowing the above platforms deeply enough to be able to

deliver them in the challenging field environments characterized by low-bandwidth and high-latency. The incumbent must be able work effectively within a matrixed management environment that included significant utilization of managed service providers.

Deputy Director (ICT Business Relationship Management)

ORGANIZATIONAL CONTEXT

Under the supervision of CIO and Director of Division of Information Systems and Telecommunications (DIST) the incumbent of the position is responsible for the management of ICT Business Relationship Management Section within DIST focusing on building strategic partnerships with the Divisions and Bureaux which result in enhanced use of information technology to support and improve UNHCR's operations in the Field and at Headquarters; overseeing ICT projects to ensure objectives and deliverables result in anticipated benefits; and, delivering new applications and enhancements to existing ones, as well as providing production support and maintenance of business critical systems.

The size and scope of this role include the identification of new and enhanced ICT services to be provided to DIST customers and the development of those new ICT services in the most effective way possible; contribution to change by actively delivering and encouraging support for new ways of working; and, supporting and facilitating the development of DIST's strategic priorities and developing means for their implementation.

The incumbent is responsible for partnering with Directors and Deputy Directors of Regional Bureaux, Divisions and key ICT project sponsors to identify ICT needs and introduce new technologies to meet their needs; Deputy Directors of ICT Operations and Customer Support to ensure capacity and skills are available to effectively manage future ICT services; Regional ICT Officers and the Chief of ICT Field Operations to ensure that business engagement is carried out successfully at the regional and country-level; Chief, ICT Security to ensure all services meet security standards; software vendors to understand their technology roadmaps and build relationships to ensure support is provided when necessary; and, external service providers, particularly those providing software development and integration services to ensure services are delivered consistently and reliably.

FUNCTIONAL STATEMENT

Accountability

The position is accountable for achieving the following results:

  • New and enhanced ICT services are delivered within the boundaries of budgets and business plans.
  • Effective and efficient operation of ICT systems are provided, driven by continuous service improvement.
  • The technical ICT systems architecture is aligned to the needs of the Divisions, Bureaux and Regions.
  • Systems and applications that are security compliant are engineered, delivered and maintained.
  • Appropriately skilled staff are developed and maintained to provide a high level of customer service.

Responsibility

  • Undertake long term planning with Regional Bureaus and Divisions to ensure that new services are planned for and the resources needed to develop included in plans and budgets.
  • Advise business partners on the best application of technology to support their business needs.
  • Work to continually improve the engagement of DIST by Regional Bureaux and Divisions when developing their strategies and plans for the future.
  • Oversee the Systems Development Life Cycle for UNHCR and ensure staff and partners follow best practices when implementing new systems.
  • Maintain a portfolio of current and proposed projects to ensure technology relevancy, as well as determine the optimal mix of proposed projects to best achieve organizational goals.
  • Plan, secure and manage relevant budgets, specifically those to develop new ICT services requested by the divisions and bureaux.
  • Work with software vendors and external Managed Service providers to develop concepts and plans for new or enhanced ICT services.
  • Define and ensure compliance with ICT Business Relationship Management policy and strategy consistent with DIST's strategic priorities.
  • Own the DIST Service Catalogue, including definition of ICT Service levels and manage changes to the Catalogue, including definition of service levels.
  • Provide the leadership and guidance to the Business Relationship service and all of DIST.
  • Facilitate resource management across ICT Business Relationship Management , managing priority and conflicts between teams as required.
  • Ensure the development of staff within the ICT Business Relationship Management and the development of business engagement skills across DIST.
  • Provide functional leadership for all staff engaged in ICT Business Relationship Management (e.g., Field staff with ICT Business Relationship Management responsibilities).
  • Build effective relationships with Regional Bureau Directors, Deputy Directors and Country Representatives, and is able to influence their strategy to incorporate ICT plans.
  • Build effective relationships with CIO, Deputy Director, Customer Support and Deputy Director, ICT Operations to ensure that overall DIST strategy is aligned and meets the needs of the UNHCR organization.
  • Build effective relationships with Chief ICT Field Operations, Head ICT Services Centre and RICTOs to ensure effective engagement of Regional Bureaux at the regional, country and field level.
  • Undertake other tasks or assignments within area of competence as directed by CIO and Director of DIST.

Authority

  • Represent the DIST organization to vendors, managed service suppliers and other UN agencies.
  • Endorse recommendations for new ICT services to the ICTGB.
  • Authorize changes to the ICT service catalogue.
  • Approve the ICT Business Relationship Management and Service Development strategy and plans.
  • Approve budget expenditure within scope of responsibility.
  • Through the Change Advisory Board, approve changes to all major ICT systems and applications.
  • Issue policies and standards within the area of ICT Business Relationship Management.
  • Conclude statements of work with managed service providers within authority limits.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

  • Advanced University degree in ICT or related subject, or university degree complemented by relevant ICT experience.
  • At least 20 years of experience in information technology of which 10 should be in running enterprise-wide business systems such as ERP and CRM and 10 of those at a managerial level.
  • Significant experience managing ICT business relationships with customers in a service provider / partner role.
  • Developing long-term strategic ICT/business plans.
  • Influencing business to adopt new services and ways of working.
  • Ability to understand and analyse complex business issues and processes.
  • Direct experience working with software and industry leading partners in developing product roadmaps, negotiating contracts, and implementing service agreements.
  • Significant experience with the Systems Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC) best practices and methodology.
  • Experience and thorough understanding of major systems operations and maintenance support.
  • Experience working in a software delivery environment.
  • Experience running an on-call support team covering 24 hours by 7 days.
  • Strong program/project management experience.
  • Experience and working knowledge of ITIL processes.
  • Experience in managing distributed development teams.
  • Experience leading a matrixed team to ensure collaboration and effective operations.
  • Strong verbal communications and executive-level presentation skills.
  • Ability to influence, manage and lead negotiations with internal and external stakeholders.
  • Fluency in English (written and spoken).
