Organizational Context

The post is located in the Registries Support Division (RSD), Brands and Designs Sector. RSD is responsible for providing logistical, operational and Information and Communications Technology (ICT) development and support services enabling the administration of the Madrid, Hague and Lisbon IP registration systems. The Business Application Architecture Section is responsible for the provision of ICT systems development activities relating to the automated systems supporting the Madrid, Hague and Lisbon registration systems.

The main role of the incumbent is to interpret business requirements emanating from the Registries, to analyze, propose and manage medium-sized, internally and externally resourced, projects designed to implement ICT solutions to meet identified business needs, acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timescales, and quality.

The incumbent works under the supervision of the Head, Business Application Architecture Section.

Main duties

The incumbent will perform the following principal duties:

  1. Take responsibility for the definition, documentation and successful completion of all phases of complex projects, directing and counselling internal project team members and external service providers, and advising clients/users as necessary on all phases; ensure that realistic project, quality, and risk plans are prepared and maintained; monitor and control team performance against plans.
  2. Monitor and control allocated human, financial and material resources against the project budget; maintain effective financial and project progress forecasting and reports; ensure that a change control procedure is used to assess the effect of changes.
  3. Lead one or more project teams, supervising staff and external service providers, allocating and monitoring tasks, motivating staff and appraising individual performance.
  4. Liaise with managers within the IT functions and within the business; manage expectations of all project stakeholders, ensuring views of all parties are considered, verified and validated within the stakeholder community; ensure appropriate prioritization is applied to meet business objectives.
  5. Ensure that projects are formally closed and, where appropriate, subsequently reviewed, and that lessons learned are captured and appropriate action taken; produce appropriate documentation of both a technical and a descriptive nature to support these processes.
  6. Takes responsibility for investigative work to determine business opportunities and specify effective business processes and implementation through improvements in information systems, data management, practices, organization and equipment; apply and monitor the use of required modelling and analysis tools, methods and standards in an intelligent and effective way.
  7. Evaluate and make recommendations/decisions on technical implementation options as appropriate, including the engagement of external service providers, actively contributing to the Organization's technical strategies; conduct investigations at a high level for strategy studies, requirements specifications and feasibility studies.
  8. Defines and makes recommendations on the project management framework for own projects, including creation and composition of the steering group or project board, identification of project sponsor and stakeholders.
  9. Perform other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential

Advanced university degree in information technology, computer science or a related field. A first-level university degree plus two years of relevant professional experience in addition to the required experience may be accepted in lieu of the advanced university degree. Certification in project management, e.g. PRINCE2 or Agile.

Desirable

Certification in Java, UNIX, System architecture, and/or Web application design, including web based automatic translation applications.

Experience

Essential

At least nine years of relevant professional experience, including in managing medium-scale projects with direct business impact by using industry standard project management methodologies, tools, and project planning and control techniques. Supervisory experience relating to the delivery of ICT projects.

Experience working with Java, Web-based technologies and database environments including Oracle, MySQL or similar products.

Desirable

  • Experience in international Industrial property registration systems.
  • Experience working with BPM and SOA technologies including with Oracle Suite products.
  • Experience in XML technologies.
  • Experience in commercial automated translation technologies.

Skills

Essential

  • Good knowledge of web based application software development, including customization of commercial translation solutions.
  • Good knowledge of systems analysis and design techniques using industry standard methodologies.
  • Ability to advise on available standards, methods, tools and applications relevant to own specialism and make appropriate choices from alternatives.
  • Ability to analyze, design, plan, execute and evaluate work to time, cost and quality targets, including the assessment and evaluation of risk.
  • Ability to lead and motivate staff.
  • Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Desirable

Working knowledge of data analysis, data modelling, database design.

Excellent knowledge of English.

Annual salary: (Net of tax)

67,611 USD

72,605 USD (with primary dependants)

Post adjustment: 93.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

Additional Information

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
