BACKGROUND

International Medical Corps is a leading international humanitarian agency who responds to the population’s health and psychosocial needs in humanitarian settings, while also supporting the recovery of systems and services in transitional and development contexts. Currently, the technical team provides leadership and advisory support across International Medical Corps HQ departments, contributes to global policy and practice and direct technical support to country program teams inclusive of: reproductive health, gender based violence, mental health & psychosocial support, water, sanitation and hygiene, and monitoring and evaluation. This is further enhanced by a nutrition and food security team who provide technical leadership and support to country programs.

JOB PURPOSE

This position is focused on leading the WASH strategic directions and program implementation for International Medical Corps regional programming to achieve delivery of integrated, evidence based programs that reduce WASH-related morbidity and mortality in emergency and transitional settings.

KEY RESULTS AREAS – PRIMARY ROLES AND RESPONSIBILITIES

The WASH Advisor provides technical support with the aim to strengthen the organization’s sectoral capacities, and improve WASH program quality in assigned countries through;

  • Work collaboratively in a team of technical specialists and advisors;
  • Assist in resource mobilization for WASH;
  • Advise country teams on program development for WASH in existing and new areas;
  • Contribute to identifying and building strategic partnerships;
  • Enhance strategic and operational planning for WASH interventions;
  • Strengthen internal and external coordination and collaboration.

Technical Program Support

· Provide guidance to WASH field staff and country teams at all stages of the program cycle (assessments, implementation, monitoring and evaluation);

· Coordinate and collaborate with relevant HQ technical and support departments as it relates to technically supporting program development and implementation;

· Promote the development, adaptation, testing and mainstreaming of best practices in needs assessment, project design, and implementation.

· Develop and deliver capacity building initiatives in identified areas (topically and/or geographically), including training and mentoring for WASH field staff based on gaps in specific areas of knowledge and practice;

· Ensure effective and efficient program monitoring and reporting processes are in place and implemented in full collaboration with the Technical Unit M&E team;

  • Engage HQ and field staff in lesson learning and use results for program quality improvement in country programs and program partners;

Resource Mobilization

· Actively engage with all relevant technical, operational and program development team members to identify and respond to opportunities for work both in current operational areas and new geographic areas;

· Actively network with partners, donors and institutes in Middle East region to promote IMC’s WASH and related Public Health programming and seek complementarity to respond to identified program gaps and new program opportunities;

· Engage actively with WASH cluster and relevant humanitarian platforms to ensure IMC’s representation and feedback key developments to country management and field teams;

· Ensure appropriate visibility of International Medical Corps at global and regional platforms and forums concerning WASH in humanitarian, transitional and development programming.

Build and Disseminate Evidence on IMC WASH Programs

· Build the evidence of best practices in WASH programming and ensure the field teams incorporate the practices into the program while also enabling them to present at local and global forums;

· Contribute to the development of a WASH results database in collaboration with the technical advisors and M&E team;

· Participate in relevant meetings at the national, international and policy levels in assigned areas of work to advance International Medical Corps’ WASH objectives. This may include meetings with governmental donor agencies, various UN Agencies, the Global WASH Cluster, as well as conferences and meetings of health and WASH organizations.

Other Tasks and Responsibilities

· Any other tasks or responsibilities based on organizational and programming need as assigned by the Senior Global WASH Technical Advisor

PERSON SPECIFICATION

  1. Professional degree in water sanitation engineering, environmental health or related field
  2. Extensive experience in WASH program implementation at the field-level in humanitarian contexts, including in emergency responses
  3. Familiarity with WASH support function at regional or global level
  4. Demonstrated capacity building skills
  5. Robust understanding of linking WASH to health and nutrition, as well as including cross-cutting issues such as DRR, protection and environment
  6. Proven experience in capacity building, facilitation of multi-stakeholder processes, organizational learning, and change processes
  7. Strong written and oral communications skills including ability to write technical documents and give presentations to colleagues in and outside of International Medical Corps
  8. Solid understanding of the humanitarian architecture
  9. Excellent interpersonal skills to work effectively in different settings and across cultures
  10. Willingness to travel up to 50% of time
