The policy officer will work on the support of the EEB’s involvement in the information exchange on Best Available Techniques (BAT) under the supervision of the Policy Manager on Industrial Production. This will cover the following BAT reference documents (BREFs): Food Drink and Milk (FDM), Waste Treatment (WT), Waste Incineration (WI), Large Volume Organic Chemicals (LVOC) and Preservation of Wood with Chemicals (WPC).  His/her work will mainly focus on support work on review and update of selective BAT Reference Documents (BREFs) and would also cover ad-hoc support on the implementation and review of the Industrial Emissions Directive.

The work will consist of:

• Support in tasks carried out for the review of Best Available Techniques reference Documents (BREFs) e.g. active data gathering on BAT related information on industrial activities, validation of information, experts coordination and liaison with stakeholders involved; 
• Maintaining up to date knowledge of the relevant topics and carrying out specific in-depth research where required;
• Liaising with key players from industry, Member States, the European Commission and other stakeholders to gather information and influence positions;
• Developing contacts with partner NGOs and industry players;
• Representing the EEB and defending its positions in relevant meetings or conferences;
• Providing input and support to work of the Industrial Production unit (NGO Sevilla Platform, IED implementation work or related activities);
• Providing input to general EEB documents and processes (e.g. memoranda to Presidencies, reports to EEB Board, relevant web pages, etc).

Qualities and Experiences

The Policy Officer should:

• Have a relevant academic degree such as chemistry, physics or engineering (additional work experience may be accepted in lieu of this);

• Have good experience in environmental policy work and work experience relevant to BAT development. Experience in cleaner production / chemical and/or engineering / industrial permitting would be an asset;

• Be capable of understanding technically complex information, goof analytical and writing skills;
• Have a strong affinity for environmental protection organisations;
• Have a sound grasp of the operation of industry and EU environmental policy;
• Be well organised and demonstrate ability to work independently and as part of a team;
• Speak and write English fluently, with fluency in other EU languages being           considered an asset;
• Be prepared to work outside normal office hours if necessary and to travel at           short notice.

The EEB offers:

• a gross monthly salary of 3,318 EUR plus benefits [holiday bonus, 13th month, pension scheme, luncheon vouchers];
• a dynamic working environment;
• a full-time fixed term contract of initially two year.

1. The Industrial Emissions Directive recognizes environmental NGOs as a formal stakeholder in the so called “Sevilla process” for the elaboration and review of BAT reference documents. What should be the role of environmental NGOs in this process and how could we achieve that objective? If possible, please give specific examples.
2. What do you think are the bottlenecks and gaps in relation to providing ambitious environmental benchmarks in relation to the mentioned BREF industrial sectors? How would you address these and overcome these to achieve improved environmental performance of industrial activities in the EU?
