ICT Sourcing Officer - Consultant (SSA), The Hague

Principal functions

Purpose of the post & Principal Functions

  • Develop, support and implement strategic and tactical aspects of ICT Sourcing activities for the organization, in alignment with the organization's objectives, regulations and constraints;
  • Coordinate with Procurement and technical staff within the branch the transactional/ implementation aspects of ICT sourcing/procurement activities for the IS Branch and the ICT function of the organization, making sure all contracts and obligating documents supporting the ICT function of the organization are in place on time;
  • Management and performance review of suppliers in the field of ICT;
  • As required, manage large tenders, in particular OPCW's upcoming ERP Tender;
  • Assist and advise other business unit in the correct specification of requirements and technical evaluation of goods and services, which involve ICT components or services;

Perform other duties as required.

Requirements

Education (Qualifications)

Essential: University Degree in the area of Information Services, ICT or Business / Economics / Supply Chain fields

Desirable:

  • Advanced Degree in the area of Information Services, ICT or Business / Economics / Supply Chain fields
  • Required Certification (if applicable): A Public Procurement Certification accredited by the Chartered Institute of Purchasing and Supply (CIPS) is highly desirable. Other reputable, similar certifications in the area of ICT Sourcing may be accepted.

Skills and Abilities (key competencies):

  • Experience in leading large tenders (> €100K) in ICT Infrastructure, Software, Consultancy, turn-key projects and outsourced services;
  • Analytical and conceptual skills;
  • Negotiation skills, in particular on the ability to solve problems linked to delivery of services from 3rd parties.

Professionalism

  • Ability to identify client's needs and appropriate solutions;
  • Tact, discretion and the ability to work harmoniously in a multi-cultural environment.

Planning / Organising

  • Ability to plan and organise, and to work under pressure and subject to urgent deadlines;
  • Problem-solving skills, including the ability to identify and participate in the resolution of issues/problems.

Communication

  • Excellent communication skills (oral and written) including ability to prepare reports, plans and conduct presentations.

Team work

  • Good inter-personal skills and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Other Skills: Knowledge of and UN Regulations and Rules are additional assets.

Experience

Essential:

  • A minimum of 7 years of experience in the field of ICT Sourcing, ICT Tenders, Vendor Management, being at least 3 years acting on roles of technical specifications and evaluation writer, in the field of ICT goods and services;
  • Significant experience with using ICT tools and carrying out ICT related activities in support of the primary business processes.

Desirable:

  • Experience leading the tender of an ERP system as a turn-key project covering solution selection, deployment and migration services is an asset;
  • Experiencing in creating effective, useful ICT Sourcing Strategies
  • Experience on procurement of ICT Services (as substantive officer) Experience with United Nations Sustainable Procurement practices would be an asset;
  • Practical experience with procurement processes in IGO (UN) type of environment is highly desirable
  • Experience with vendors in the Benelux region would be an asset.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable. Knowledge of Dutch is also desirable
