Water Sector Specialist

Appointment would be made on the basis of a 4-year contract 

The Division is looking for a Water Resources Specialist for the assessment, within a multi-disciplinary team, of the technical, operational and environmental viability of capital investment projects and programmes in the water sector.

The successful candidate will report to the Head of WWM Division and work in close contact with the other engineers and economists of the department.

Accountabilities

  • Assess the technical, operational and environmental viability and sustainability of investment projects/programmes across the whole water cycle in the countries in which the Bank operates
  • Contribute to all other aspects of the appraisal of loan proposals
  • Monitor approved projects during implementation, providing support as needed
  • Manage and/or contribute to sector studies, lending strategies and other strategic documents
  • Identify the need for and conduct sector policy dialogues on issues affecting project development or sustainability, possibly with the support of consultants
  • Assist in the identification of new projects and contribute to the all relevant aspects of project preparation
  • Identify and manage consultancy assignments to prepare projects, support their implementation, carry out studies or other activities as needed
  • Co-operate on the above-mentioned activities, as appropriate, with other Divisions in the PJ Directorate, other EIB Directorates, the European Commission, other Financial Institutions and relevant external stakeholders

 

Qualifications

  • Master’s degree or equivalent qualification in relevant engineering fields, hydrogeology. Master’s degree or equivalent in economics may be accepted if followed by extensive relevant experience in the sector.
  • At least 8 years of relevant professional experience in the water sector covering the main aspects of the project cycle (feasibility, design, development, contracting, management and operation), sector policy design, planning and regulation, institutional frameworks, utility organisation
  • Experience in the design and implementation of river basin planning, particularly in the EU
  • Experience gained internationally, including in developing countries
  • Proficiency in computer applications
  • Excellent knowledge of English and French (*). The knowledge of another European Union language would be an advantage
  • Proven knowledge or direct experience of any of the following would represent an advantage:
  • Design and implementation of flood risk management plans.
  • Implementation of private sector participation solutions in the water sector
  • Application of innovative financial instruments to the water sector
  • Innovation in the water sector including R&D, commercialisation and related financing aspects;
  • Payment for ecosystem services, financing and implementation of green infrastructure
  • Waste sector projects or policies

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
