Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
The MSF movement is built around five operational directorates supported by 23 sections and offices worldwide.MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and Nairobi. The field operations are guided and supported by 4 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics Department
GENERAL OBJECTIVE AND JOB ENVIROMENT
He / she will be the focal point for the Emergency Supply Chain’s matters, providing advice to operations in close collaboration with the Supply Unit. He/she will manage with the field teams the international supply for the Emergency Unit’s interventions and he/she will give direct support to the Emergency Unit Logistics Advisor (TELOUE).
He/she is hierarchically accountable to the Supply Chain Coordinator of the Logistics Department while functionally linked to the TELOUE.
MAIN RESPONSIBILITIES AND TASKS
Providestrategic and technical advice
· Define with the TELOUE the supply strategy (international, regional and local) of the projects managed by the EU, ensuring it’s aligned with both Operations and Logistics Dept’s objectives.
· Ensure in collaboration with TELOUE, TESAUE and FINOUE that missions’ requirements are pertinent, to ensure appropriate procurement of resources to missions.
· Support the TELOUE and TESAUE in the analysis and review of OCBA Emergency stocks (in MSF Supply and regional emergency teams) to ensure they are adequate to the needs of the EU.
1.Coordinate the international Supply Chainwhen done through MSF Supply
· Is the focal point for international supply chain management when done through MSF Supply in collaboration with the TELOCO and TESACO of the involved cell
· Manage the communication channels with the teams in the field, the Supply Unit and /or MSF Supply, for issues that affect assigned portfolio.
· Give supply and technical advice to regular mission with emergencies interventions whenever required taking into account operational orientations and in collaboration with the supply referent of the involved mission.
2.Supervise****the****implementation of policiesin the project
· Ensure to implementation of the Supply Chain within projects defined in the EU, according to MSF’s supply policies. Identify report on and defend situations in which their implementation is not viable or may hinder the achievement of operational objectives.
· Ensure appropriate procurement, monitoring and management of EU resources
· Active monitoring of the Supply Chain management (order processing, confirmation and international shipment follow-up) in the field together with the Supply Manager, TELOUE and TESAUE to ensure it is effective, efficient and aligned to OCBA supply policies and strategies.
4.Contribute to the Emergency Unit
· Be globally acquainted with all the projects of the Emergency Unit as well as following up their evolution.
· Actively participate in decision-making processes directly related to Supply Chain management within the Emergency Unit in close collaboration with TELOUE and TESAUE.
5.Participate in HR processes and training
· Collaborate with the TELOUE and REHUUE in reviewing and approving descriptions of field positions related to Supply, based on job profiles.
· Collaborate with HR in the assignment of field positions.
· Participate in the support and give input on the development of Supply Managers when required.
· Carry out technical briefings and debriefings of supply professionals within the EU, involving Technical Referents when needed, and identify individual training needs.
6.Contribute to improve OCBA****’****s supply chain knowledge
· Develop Supply Chain related dossiers after operations proposal
· Promotes research subjects to improve OCBA’s Supply Chain
· Participates in working groups
SELECTION CRITERIA
Education and experience
· Supply Chain or related education
· Minimum 2 years’ experience in international Supply Chain
· Experience working with ERP / logistic systems, as well in-depth knowledge of Excel, Word and Powerpoint
· Field experience with MSF or other NGO as supply manager is an asset, especially in emergencies.
· Fluent written and spoken English and French. Spanish and Arabic are an asset

CONDITIONS
· Position based in Barcelona at the Médecins Sans Frontières-OCBA HQ with visits to the filed (30% of his/her working time field based)
· Full time work
· Minimum commitment of 3 years with the post.
· Annual gross salary: 35,608.10 € (divided in 12 monthly payments) + secondary benefits, based on MSF OCBAreward policy
· Starting date: January / February 2015
