Duties and responsibilities
Under the supervision of the Director, International Monitoring System (IMS) Division, to:
- Plan and ensure the proper implementation of the activities of the section which includes providing a focal point for the provision of engineering support and technology development within the Provisional Technical Secretariat (PTS) as well as the enhancement of capabilities and the hardware and software of the verification system;
- Manage major level 3 sustainment activities such as repairs or upgrades of stations including revalidation when required, identification and application of system-wide engineering solutions to improve IMS monitoring facility performance, reliability, sustainability and cost-effectiveness and the provision of specialized engineering support;
- Manage and implement quality assurance and quality control for the engineering of the IMS Network;
- Liaison with the full value chain of stakeholders for the sustainment of the IMS Network;
- Manage the remaining installation and certification of monitoring facilities of the IMS;
- Formulate the work programme for the section and related budget, keep the implementation of the approved work programme under review making analysis to assess quality and effectiveness of implementation, where necessary proposing changes to increase effectiveness and assure quality;
- Interact with other divisions of the PTS to ensure that engineering and development needs are properly addressed and that enhancements to the system continue to meet requirements;
- Prepare and present documentation and reports to the Policy-Making Organs, provide advice to the Director on section matters;
- Perform other duties as assigned.
Qualifications
- Advanced university degree in engineering or a related field with emphasis on systems engineering or geophysics;
- At least ten years relevant working experience in the field of engineering preferably including experience in project management of high value projects and in team management, preferably in an international environment;
- Excellent written and oral communication skills in English are essential. Working knowledge of one of the other official languages of the CTBTO Preparatory Commission is an asset.

Remuneration/Contract
CTBTO offers an attractive remuneration package with competitive pay and benefits. The level of pay for internationally recruited staff is set within scales comparable to United Nations salaries. The indicative annual net base for this particular post includes a starting tax free salary of US$ 80,887 (single rate) and US$ 87,069 (dependency rate), plus a variable Post Adjustment which stands at 53.7% for Vienna, Austria (at the time of publication). The post adjustment is reviewed from time in line with the provisions that apply to staff in other comparable International Organizations.
Additional benefits attached to the post include, where applicable, dependency allowance, education grant, rental subsidy, six weeks annual leave and home leave travel every two years. The salary offered is subject to deductions of contributions to the CTBTO Provident Fund and Health Insurance Scheme.
