Function:

The Directorate General Information Systems (DG/IS) is responsible for the information and communications systems of the European Central Bank (ECB). It develops and supports the IT systems necessary for carrying out the tasks of the Eurosystem and the European System of Central Banks (ESCB).
DG/IS is organised into six divisions: the Infrastructure and Operations Division, the Security and Architecture Division, the IT Governance and Business Relations Division and three business application divisions, which are organised according to application domain (enterprise, executional and analytical).
Within DG/IS, the IT Governance and Business Relations Division:

  • is responsible for strategic planning and for developing the DG/IS roadmap, as well as for monitoring its implementation;
  • develops, implements and maintains processes and an integrated quality management system, as well as the relevant performance indicators;
  • establishes the DG/IS work plan, including preparation of the project portfolio plan and the audit recommendation action plans, and monitors its implementation;
  • coordinates and supports DG/IS’procurement planning and processing;
  • carries out budget, financial and human resources planning and monitoring;
  • provides the service catalogue, service level reporting, supplier, change, release and end-user licence management functions;
  • develops and maintains the business relationship management process, including strategic review meetings and the measurement and fostering of customer and user satisfaction;
  • develops the DG/IS communication strategy; and
  • provides support to the Information Technology Committee (ITC) within the ESCB.

The successful applicant will be entrusted with the following main tasks:

  • assisting in the maintenance of the short and medium-term work programme for DG/IS (including the project portfolio);
  • contributing to the completeness and quality of the DG IS work programme;
  • maintaining an overview of overall DG/IS resource including resource planning, specific data on activities (start and end dates; go-lives; release numbers, etc.), progress and status, risks;
  • liaising with different stakeholders in order to ensure completeness and quality of the relevant data (e.g. head of divisions, project managers);
  • preparing regular reports, ad-hoc analytical reports and metrics for the relevant stakeholders;
  • supporting the further development of the DG/IS planning, monitoring and reporting system;
  • performing the role of process manager for the DG/IS work programme.

 

 

Qualifications and experience:

Applicants must have the following knowledge and competencies:

  • a bachelor’s degree in computer science, business administration, finance or a related discipline, or, alternatively, six years of relevant professional experience in a related field;
  • in addition, at least three years of relevant professional experience in supporting the planning and monitoring of resources as well as in tracking the progress of activities;
  • experience in preparing regular reports, ad-hoc analytical reports and metrics;
  • a good understanding of project management standard and methodologies;
  • familiarity with ITIL processes, such as service catalogue management;
  • professional qualifications in project management or ITIL would be an asset.
  • an advanced command of English with proven drafting ability;
  • an intermediate command of at least one other official language of the EU;
  • user knowledge of enterprise resource planning systems such as SAP;
  • a good working knowledge of all MS Office applications, in particular Word, Excel and PowerPoint;
  • user knowledge of document management systems such as OpenText Livelink.

Further Information:

Short-term contract until 30 November 2015, which may be extended subject to individual performance and organisational needs.
